The Phenomena II is fantastic! Yes. I was looking around with a similar budget and bought a used Primare R32 for way under. Another great stage. There’s a used Luxman E-250 on USAM that is seriously tempting for about exactly your budget. The iPhono3 is pretty much loved by all who have bought it, or seems to be. The Graham Slee stages are where many people stop.

I have nothing against tubes and love my Juicy Music Tercel II but I won’t buy another tubed stage. The newer solid state stages do better for me. But everybody has different preferences and so I can’t say what you’d love. Good luck.
Looking back not all that many years the number of absolutely amazing and reasonably affordable phono preamps out there is astounding by comparison. The number of great choices is kinda overwhelming...

Right? I remember considering the original Nova Phenomena and it was one of the only ones that wasn’t hugely expensive.

Another recommendation for the Musical Surroundings offerings. I enjoyed an original Nova Phonomena for many years until it was finally pushed into a secondary system by a Sutherland PH3D (which has since been relegated by a Pass Labs Xono). Other phono pre's worth considering are the Dynavector P-75 and Aragon 47K, both of which can be found at near-bargain basement prices. All of these units are MM/LOMC capable, too.

I am seriously considering buying an Elac PPA-2: https://www.bestbuy.com/site/elac-a...-black/6414698.p?skuId=6414698&ref=NS&loc=101

It seems to have all the features I am looking for - 2 inputs, balanced input and output, mono switch, high pass filter, separate signal and chassis grounds, etc. Looks pretty well designed.
I use the DDP-2 and it’s a very impressive sounding bit of kit. I really like it. I have not doubt the PPA-2 would be equally great. They have an incredibly good pedigree, that’s for sure.
